The effect does indeed work under vacuum, there was another major paper presentation at a science conference this year, US ARMY, NASA, PURDUE UNIVERSITY, TT BROWN, HECTOR SERRANO, and 50-year old and contemporary videos on youtube showing working in vacuum. The vast amounts of electricity flowing through the wire ionizes the surrounding air, causing it to move towards the foiled bottom, causing thrust. Without air, these don't become airborne.
